Cambelt already snapped? Stop cranking or driving the car. Continuing can cause internal engine damage on interference engines, so arrange an assessment rather than trying to restart it.

Should the water pump be replaced at the same time?
Often sensible when it's belt-driven or shares labour access, but it depends on the specific engine design.

Not reliably. Much of the belt is often hidden, and appearance alone doesn't prove age or remaining life.
Does a belt give warning before it fails?
